A TCG-only card is a card currently released in the TCG, but not the OCG.
It is common for cards to be introduced and then released to the TCG before getting an OCG introduction. The current trend is around 70 legal cards currently TCG-only at any one time. TCG core booster packs usually introduce around ten new cards as TCG debuts. Legal cards that debuted in the TCG almost make their first OCG appearance within two years (a few months is common), usually from the Extra Pack/World Premiere Pack series.
Only one legal TCG card is not expected to ever receive an OCG release.
