OCG Rulings
- The effect of "Dream Clown" is a Trigger Effect that activates on the field. (The effect targets 1 monster in your opponent's Monster Zone.)[1]
- This effect always activates if the battle position of "Dream Clown" is changed from Attack Position to face-up Defense Position. (It also activates during the Damage Step. It activates even if there are no monsters in your opponent's Monster Zones, but in that case, since there is no target to select, the effect resolution is not applied.)[1]

These TCG rulings were issued by Upper Deck Entertainment and have since been declared unofficial by Konami.[2] They were previously considered official and can still be correct, as long as they follow the official gameplay rules, or unless Konami has issued a ruling that says otherwise. Mentions in Other Rulings
- Book of Moon: If you use "Book of Moon" on "Dream Clown", "Dream Clown's" effect is not activated.
- Labyrinth of Nightmare: This ["Labyrinth of Nightmare"] will activate the effect of "Dream Clown".
- My Body as a Shield: "My Body as a Shield" will negate cards such as ... "Dream Clown", ....
- Stumbling: If "Dream Clown" is Summoned while "Stumbling" is active, and changed to Defense Position by "Stumbling's" effect, "Dream Clown's" effect activates after "Stumbling's" effect resolves.
