1. Can a "prohibited" card still be set? if so, what would happen if it gets flipped face-up? (e.g. a "prohibited" monster is flipped face-up by an attack)
2. Can a "prohibited" card still be chained to the activation of Prohibition? e.g Player A activates Prohibition and calls Mystical Space Typhoon. Can Playber B chain Mystical Space Typhoon to the activation of Prohibition?

- 2) You declare the card when "Prohibition" resolves.
