A: Even in this scenario, the effect of "Cairngorgon, Antiluminescent Knight" can be activated, and it resolves normally making another card on the field the target of the effect. (The effect of "Cairngorgon, Antiluminescent Knight" is not treated as affecting "Paleozoic Anomalocaris".)[2]
